Bayelsa Targets Efficiency: Grade 16–17 Directors Face Mandatory Competency Test

The Bayelsa State Government has announced a mandatory Competency-Based Test (CBT) for eligible Directors on Grade Levels 16 and 17 in the state’s Mainstream Civil Service, as part of ongoing reforms aimed at strengthening professionalism and driving digital transformation across ministries.

In a public notice issued by the Office of the Head of Service, the government said the assessment is designed to ensure “top-class quality Civil Servants towards the digitalization of the service,” signalling a renewed push for capacity building at the highest levels of the bureaucracy.

According to the statement, the Computer-Based Test will hold on Friday, 21st November 2025, at the ICT Hall of Bayelsa Medical University, Imgbi Road, Yenagoa, from 9:00 a.m. to 2:00 p.m.Candidates who pass the CBT will proceed to a written examination scheduled for Saturday, 22nd November 2025, at the Roof-Top Auditorium of the same university, between 9:00 a.m. and 4:00 p.m.

The Head of Service emphasized strict adherence to examination guidelines, noting that candidates must come with their writing materials, while the use of mobile phones, books, or any form of malpractice is prohibited within the examination hall.

The notice was signed by Dr. Wisdom Ebiye Sawyer, mni, Head of Service, Bayelsa State.

The exercise marks another step in the state government’s efforts to enhance efficiency and prepare senior officers for a more digitized, modern public service.
