PAP Storms Delta, Bayelsa Campuses With Massive Laptop Rollout Under Otuaro’s E4E Mandate

The Education for Empowerment (E4E) Mandate Campaign of the Presidential Amnesty Programme (PAP) has recorded major progress as the administration led by Chief Dr. Dennis Brutu Otuaro continues distributing laptops to beneficiaries of the PAP Scholarship Scheme across tertiary institutions in the Niger Delta.

The distribution team, which has been on a statewide tour, successfully covered several universities in Delta and Bayelsa States, ensuring that students under the scholarship programme receive the gadgets needed to boost their academic performance.

In Delta State, the exercise reached:

1. Western Delta University, Oghara

2. Edwin Clark University, Kiagbodo

3. Michael and Celia Ibru University, Agbarha-Otor

4. Novena University, Ogume

In Bayelsa State, laptops were delivered to students at:

1. Bayelsa Medical School, Yenagoa

2. Federal University, Otuoke

3. HENSARD University, Toru-Orua

4. University of Africa, Toru-Orua

5. Niger Delta University, Wilberforce Island

The initiative aligns with PAP’s central mission of empowering youths across the Niger Delta through functional and inclusive education. The Otuaro-led administration has repeatedly emphasized its commitment to strengthening human capacity development, describing the laptop distribution as a pivotal step toward improving learning efficiency, digital literacy, and overall academic productivity.

According to the campaign team, the distribution drive will continue in the coming days as more institutions are scheduled to benefit. Beneficiaries have been urged to remain prepared as the E4E team moves to the next phase of school visits.

The PAP administration extended appreciation to stakeholders and reaffirmed its determination to pursue programmes that uplift and equip Niger Delta youths for a competitive future.

“Get ready — the team is coming to your school next!” the campaign message added, while expressing gratitude to the PAP Administrator, Chief Dr. Dennis Brutu Otuaro, for championing the initiative.
