“PAP: Delta, Bayelsa Sack National Chairman, Dissolve Parallel Command”

Delta State — A major shake-up has emerged within the Amnesty Leaders Forum Phase 2 as stakeholders from Delta and Bayelsa states announced the dissolution of a parallel National Chairmanship structure, citing concerns over unity, inclusion, and effective coordination.
The decision followed a stakeholders’ meeting held in Delta State, where a communique was issued declaring the move as necessary to restore cohesion and improve the forum’s operational effectiveness. According to the communique, the resolution is aimed at paving the way for a new leadership framework that reflects transparency, collective decision-making, and broader participation among members.
At the meeting, leaders from Delta and Bayelsa states—particularly those who reportedly had not benefited from leadership training under the Presidential Amnesty Programme (Phase 2)—expressed dissatisfaction with the current administration led by General Ebina Rufus Salvation. The stakeholders alleged that the leadership had operated in a one-sided manner, lacked consultation with its executive council, and failed to ensure equitable representation in training and empowerment opportunities.
Among the grievances listed were claims of inadequate coordination, poor communication with members, and alleged lack of transparency and accountability. Stakeholders also cited what they described as disproportionate allocation of leadership training slots, noting that only a small number were reportedly allotted to Delta State under the current leadership arrangement.
Consequently, the meeting resolved to pass a vote of no confidence on General Ebina Rufus Salvation, declaring that he is no longer recognized as the National Chairman of Amnesty Leaders Forum Phase 2 by the Delta and Bayelsa blocs. The resolution emphasized that the decision was taken collectively in the interest of unity and the future stability of the forum.The communique listed several leaders who endorsed the resolution, including:

In their conclusion, leaders from Delta and Bayelsa states reaffirmed their full support for Chief Dennis Brutu Otuaro, PhD, Administrator of the Presidential Amnesty Programme, and Chief David Edgar, Technical Adviser to the Administrator. They described both officials as instrumental to the advancement and inclusion of beneficiaries under Phase 2 of the programme.
The communique was signed by General Godspower Mabiko, National Vice Chairman; General Abraham Vwaghie, National Secretary; and General Akpos Ogidigbe, National Treasurer, on behalf of stakeholders from Delta and Bayelsa states.
