Bayelsa@30 Spending Bomb: ₦14.3bn Gone From Diri’s Governor’s Office In Just Six Months

YENAGOA — Fresh questions have emerged over spending by the Bayelsa State Government after a report by Secrets Reporters claimed that about ₦14.33 billion was spent by the General Services Bureau, the administrative engine room of the Governor’s Office, within the first six months of 2026.

The report comes as Bayelsa marks 30 years of statehood, with the anniversary celebrations already generating debate over government spending, development priorities and the living conditions of ordinary residents.

According to the figures published by Secrets Reporters, the General Services Bureau had a 2026 approved budget of ₦31.999 billion, comprising approximately ₦23 billion for personnel, ₦5 billion for overhead and ₦4 billion for capital expenditure.

By the end of June, the report said, ₦14.333 billion had been spent, representing about 44.8 per cent of the bureau’s annual allocation in only half of the financial year.

The report identified overhead expenditure as one of the fastest-moving components, with ₦3.338 billion reportedly spent from the ₦5 billion provision, representing about 66.8 per cent of the annual overhead allocation.

Capital expenditure, by comparison, was reported at approximately ₦1.098 billion, or about 27.4 per cent of the ₦4 billion capital provision.

The spending figures have attracted attention because several major items contained in the bureau’s budget relate to welfare packages, anniversaries, celebrations and other activities.

According to the report, ₦2.8 billion was allocated for welfare packages, while anniversary and celebration-related provisions included ₦2.735 billion in capital expenditure and another ₦800 million in overhead.

The report also listed ₦120 million for burial logistics and ₦15 million for local medical expenses.

However, the figures should not automatically be interpreted as evidence of financial misconduct. Actual expenditure, procurement records, contracts, invoices and the purposes for which each payment was made would need to be independently examined before conclusions could be reached about whether the spending was lawful, economical or represented value for money.

₦54.8BN Governor’s Office Allocation

The issue becomes even more significant when viewed against the wider Governor’s Office budget.

The 2026 Bayelsa approved budget puts the Governor’s Office’s total expenditure at approximately ₦54.87 billion, including recurrent and capital provisions.

Secrets Reporters reported that the broader Governor’s Office recorded about ₦22.99 billion in expenditure during the first half of 2026, representing roughly 42 per cent of its annual provision.

The report also alleged that the state’s official contract-publication channel contained no 2026 contract awards, arguing that the absence of published contractor names, award values and award dates makes it difficult for members of the public to compare government expenditure with publicly available procurement information.

That claim deserves clarification from the relevant Bayelsa procurement authorities.

The Bayelsa State Due Process Bureau says its procurement framework is designed to promote openness, transparency, accountability, competition, cost-effectiveness and value for money.

Bayelsa@30 Sparks Spending Debate

The controversy has coincided with the state’s 30th anniversary celebrations.

The Bayelsa Government unveiled a four-day programme featuring cultural displays, sporting activities, a boat regatta, musical concert, anniversary lecture, praise night and an anniversary dinner and awards ceremony. It also announced a display involving 30,000 pieces of cake at Peace Park as part of an attempt to secure Guinness World Records recognition.

The celebrations have attracted criticism from some opposition and political voices.

Chief Julius Bokoru, a former aide to ex-Governor Timipre Sylva, argued that the anniversary should be used for sober assessment of Bayelsa’s development rather than excessive emphasis on ceremonies. He questioned the priorities of celebrating three decades of statehood while some communities continue to face infrastructure deficits and limited economic opportunities.

The Bayelsa State chapter of the Peoples Democratic Party also criticised what it described as lavish anniversary celebrations amid economic hardship, pointing specifically to the long-uncompleted Bayelsa Tower Hotel project and other abandoned projects. Those comments are the PDP’s political assessment of the situation and have not, by themselves, established any financial wrongdoing by the government.

Government Says Bayelsa Has Made Progress

The state government, however, has presented the anniversary as an opportunity to celebrate achievements while reflecting on areas where more work is required.

Deputy Governor Peter Akpe acknowledged before the celebrations that Bayelsa was “not where it ought to be”, while maintaining that the state had made significant progress.

Governor Douye Diri has also used the anniversary period to highlight infrastructure, electricity, jobs and other development priorities. The government has described the celebrations as part of a broader reflection on the state’s journey since its creation on October 1, 1996.

Questions Bayelsans May Want Answered

Against this background, the reported spending raises questions that the state government and relevant financial authorities could answer publicly:

1. What exactly makes up the ₦14.33 billion reportedly spent by the General Services Bureau between January and June 2026?

2. Which companies, contractors or service providers received payments connected to the expenditure?

3. How much of the ₦3.338 billion overhead expenditure went to specific programmes, ceremonies, logistics and other services?

4. What was the actual cost of the Bayelsa@30 celebrations, including the anniversary dinner, cultural activities, concerts, cake display, transportation, publicity and logistics

5. Were all contracts and procurements connected to the spending subjected to the required procurement procedures?

6. Why were contract-award details reportedly unavailable on the state’s public procurement channel, if the awards had already been made?

7. What measurable development outcomes can Bayelsans identify from the billions appropriated to the Governor’s Office and its associated agencies?

These questions do not amount to an allegation of corruption. They are accountability questions arising from publicly reported expenditure figures and the state’s obligation to demonstrate how public funds are spent.

For a state marking three decades of existence, the debate therefore goes beyond whether Bayelsa should celebrate.

The bigger question is whether public expenditure is producing measurable improvements in roads, electricity, healthcare, education, jobs, rural connectivity, agriculture and economic opportunities for ordinary Bayelsans.

At 30, Bayelsa has every reason to celebrate its history. But the anniversary has also created an opportunity for citizens to scrutinise the numbers behind government and ask a fundamental question:
