General Ekpebide Praises Chief (Dr.) Dennis Otuaro’s Transformative Leadership of the Presidential Amnesty Programme

Abuja – The Duly Recognised National Chairman of the Third Phase Presidential Amnesty Programme (PAP), General Preye Ekpebide, has lauded the exemplary leadership of Chief (Dr.) Dennis Burutu Otuaro, the Sole Administrator of the Presidential Amnesty Programme, describing him as a trailblazer whose vision and administrative prudence have revitalized the Programme.
General Ekpebide highlighted Dr. Otuaro’s proactive leadership as pivotal in advancing the core objectives of the PAP, including peacebuilding, education, empowerment, and reintegration of ex-agitators into productive national life. Under his stewardship, the Programme has reportedly seen significant improvements in efficiency, transparency, and accountability, while people-oriented policies have restored hope to thousands of beneficiaries.
“Chief (Dr.) Dennis Otuaro has proven that leadership is not about titles but about tangible results. He has touched every aspect of the Amnesty Programme — from empowerment to education, from youth engagement to community peace initiatives. Today, the Niger Delta is rejoicing because his leadership has brought renewed peace, confidence, and stability,” General Ekpebide said.
According to him, Dr. Otuaro has revitalized vocational training, educational sponsorship, and entrepreneurial development, equipping beneficiaries to meaningfully contribute to the socio-economic growth of the Niger Delta.
General Ekpebide also expressed profound appreciation to President Bola Ahmed Tinubu, GCFR, for his strategic appointment of Dr. Otuaro, noting that the decision reflects a commitment to consolidating peace, development, and inclusion across the Niger Delta region.
“Mr. President, we are grateful for your wisdom and foresight. You appointed the right man for the job — a man of integrity, humility, and vision. Chief (Dr.) Dennis Otuaro has become a symbol of progress and unity in the Niger Delta,” he added.
Reaffirming the commitment of the Third Phase structure, General Ekpebide assured both the Presidency and the Amnesty Office of their unwavering loyalty and cooperation, emphasizing dedication to peace, collaboration, and empowerment of ex-agitators and students through sustainable initiatives aligned with the Renewed Hope Agenda of the Federal Government.
He also called on all PAP beneficiaries, state executives, and stakeholders across the Niger Delta to remain united, peaceful, and focused on regional development, stressing that “unity is the foundation for progress.”
General Ekpebide concluded by thanking God and the Nanaowei of the Ijaw Nation for divine guidance over the Niger Delta and for inspiring leaders to champion peace and justice.
“To the Sole Administrator, Chief (Dr.) Dennis Otuaro, we say well done for your tireless efforts. To our dear President, Senator Bola Ahmed Tinubu, we say thank you for believing in the Niger Delta. Together, we shall continue to build a region defined by peace, progress, and prosperity,” he declared.
