In a dramatic escalation that has sent shockwaves across Abuja, the House of Representatives has issued a 72-hour ultimatum to the Coordinator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, demanding his appearance before the Public Accounts Committee (PAC) on Tuesday, December 9, 2025 — or face a warrant of arrest.

This follows his alleged six consecutive absences from committee invitations, a move lawmakers described as “brazen disregard” for parliamentary authority.

During a tense session, tempers flared as members of the PAC expressed deep frustration. The trigger came when Dominic Okafor rose sharply, demanding a warrant of arrest, a motion that was thunderously supported across party lines and seconded by Aliyu Bappa Missau.

The PAC Chairman, Bamidele Salam, minced no words:

> “This is a constitutional oversight function. The Coordinator must appear. He cannot continue to undermine the National Assembly.”

🚨 N1.2 billion issued as unapproved cash advances

🚨 Procurement laws allegedly circumvented

🚨 Systemic abuse suggesting “coordinated financial misconduct”

The revelations have sparked a national uproar, with critics demanding answers.

While the heat of scandal rises at home, nine PAP foreign scholarship beneficiaries quietly made history in London, graduating with master’s degrees from top UK universities.

Degrees were earned in cybersecurity, law, data science, construction engineering, ICT, and project management, with Otuaro during his London reception beaming proudly, saying they had “justified federal investment.”

Meanwhile, 711 more students from Nigerian institutions are slated to graduate under PAC sponsorship this year.

In normal circumstances, this would have been celebrated nationwide — but their coordinator is now under the harshest scrutiny of his career.
