Ex-militants vow to vote Tinubu out as Otuaro beg Amnesty delegates to support president’s re-election

So vote who you want. And allow us vote who we choose to. Please asked him, what does the beneficiaries gaining, if he increase the stipends you will see all the delegates listen to him”
These were the words of cross sections of the Beneficiaries of the presidential Amnesty programme when the Administrator of the programme, Chief Dennis Brutus Otuaro appealed to Amnesty delegates to vote for President Ahmed Bola Tinubu come 2027.
Recall, The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, has urged the people of the Niger Delta to support the declaration of the leaders of the South South All Progressives Congress (APC) to support President Bola Tinubu for a second term.
Otuaro spoke while reacting to the position of the South South APC leaders and governors to adopt President Tinubu as their sole candidate in the 2027 presidential election in an interview with a selected number of journalists in Abuja on Tuesday.
Otuaro said that what the South South APC leaders and the governors did was the right way to reward a sincere and committed leader who has shown in practical terms his love for the region and the people.
Leaders of the APC in Edo, Delta, Cross River and Akwa Ibom States in collaboration with other members of the party in the south south zone had met in Benin on July 5, 2025 where they unanimously endorsed President Tinubu for a second term in office.
Otuaro noted that the President has proved beyond doubt his love and dedication to the affairs and development of the Niger Delta through strategic appointments, initiation of big-ticket projects, establishment of agencies and adequate funding of existing ones.
Otuaro said that the Niger Delta and indeed the South South has faired well under the well-implemented Renewed Hope Agenda of the President.
He argued that a President who signed into law the bills establishing the Maritime University, Okerenkoroko; the Federal University of Environment and Technology in Ogoniland, the South South Development Commission, and intensified support for the NDDC and the PAP, means well for the region and deserved the peoples support in return.
Otuaro further said, “His Excellency, President Bola Ahmed Tinubu, GCFR, has not hidden his intention to develop the South South and the Niger Delta, which explains why he has given this level of attention to the Lagos-Calabar Expressway.
“I urge the South South and the Niger Delta people to embrace the informed position of the APC leaders to sustain the region in the position to attract more development through a listening leader.
“I also advise the youths of the region and delegates of the Presidential Amnesty Programme not to allow themselves to be used by politicians with intentions inimical to the interest of the Niger Delta.
Reacting to the Amnesty Boss, angry Ex-agitators on a facebook post who are apparently frustrated by the oppressive leadership style of the Administrator noted.

Beneficiaries of the presidential Amnesty programme has been calling on the Administrator of the programme to increase their monthly stipends as a result of the increased in budgetary allocation from N65 billion to N151 billion and since their plea as fall into a deaf ear.
Tarakirivoice gathered that one Comrade Owoupele Eneoriekumoh Owous, a Beneficiary of the presidential Amnesty programme was arrested since on the 6th day of June, 2025 by the Administrator of the presidential Amnesty programme, Chief Dennis Brutus Otuaro PHD. at the Bayelsa State Command, at the old market road, sport complex road, Yenagoa, Bayelsa State popularly known as Kpofada Police outfit, known for violating the fundamental rights of Bayelsans.
Owoupele was later taken away on the 11th day of June, 2025 and brought to Abuja.
Sometime in May, He called for the increment of the Presidential Amnesty Program monthly stipends for beneficiaries of the Presidential Amnesty Program who are ex-agitators.
The current salary/stipend structure summed at 65,000 Naira (Sixty Five Thousand Naira) only is what is paid to beneficiaries of the Presidential Amnesty Program since 2008, since the embracing of the amnesty program.
That this call for the increment of the stipends paid to beneficiaries of the Presidential Amnesty Program headed by him, was hinged on the fact that the stipends can no longer sustain the livelihood of beneficiaries of the Presidential Amnesty Program holding to the economic realities of the day.
This call was made by him as a result of the mismanagement of funds under the Special Adviser of the Programme, Dr. Dennis Otuaro, meant for beneficiaries of the Presidential Amnesty Program.
This year, the yearly budget of the Presidential Amnesty Program was increased twice, with the aim of making sure all Ex-Agitators under the Presidential Amnesty Scheme are properly taking care of, and their stipends are increased. However, this diplomatic non-violent agitation turned into unlawful arrest and incarceration of Owoupele Eneoriekumoh Owous until date.
Prior to the arrest of the Owoupele, he has been the Chairman of Ex-Agitators Forum had caused petitions to the Army, DSS, and IGP, to investigate allegations of funds management in the Amnesty Office.
Since his arrest till the time of filing this report he was yet to be admitted to administrative bail and the Otuaro indeed showed clear unwillingness to admit him to bail despite the fact that he is been detained on allegations of criminal conspiracy, defamation of character among others, and as evidenced by the FIR.
The Defendant/Applicant’s Counsel also sought the Police for grant of an administrative bail without avail.
Since his arrest and detention, he has been exposed to all manner of inhuman and degrading treatment.
The offences for which the Applicant is charged for are all bailable offences.
Our correspondent who investigated the matter, noted that, Owoupele Eneoriekumoh Owous will be taking to the court on the 14th of this month, July 2025, which is next week Monday, for the bail application.
