PAP Phase II Election: Eleco Secretary Exonerate self, Accused Chairman of rigging Election

The secretary of the Phase II Eleco body, self-style Gen. Eddy  Otobrise,  that  conducted the just concluded June 1st 2024 PHASE II National Chairmanship Election of the Presidential Amnesty Programme, has accused the Chairman of the Eleco Body, self-style Gen. Odudu Livinus, of rigging the election to favour his preferred candidate.

Recall, Tarakirivoice reported the Phase II National Chairmanship Election of the Presidential Amnesty Programme on June 1st 2024 in Warri, Delta state.

Speaking to Tarakirivoice, the Secretary of the Eleco body, self-style Gen. Eddy Otobrise, who was part of the five men Eleco committee, which are members of Phase II, that was installed to conduct the election, Accused the Chairman of the Eleco committee, Odudu Livinus of double standard, and that he rigged the election to favour his preferred candidate.

In a media Chat with our correspondent, Self-style Gen. Eddy Otobrise narrated,

“I am the secretary to the ELECO that was elected to conduct the election of the national chairman of the phase 2 ex-agitators under the presidential amnesty to represent all the Generals and members of the phase 2 presidential amnesty.

My observation as the secretary of what transpired in that election of the amnesty phase 2 yesterday, 1st June, 2024. As the secretary of the body, I played all the major roles especially when it comes to the accreditations and taking notes of documents. I did all the accreditations from the gate to the premises and accredited from the premises to the hall. The number of people I accredited yesterday were as follows:

(i). From Delta state, 28 generals were accredited to enter the hall for the voting
(ii). While I accredited 65 persons from Bayelsa state.

Later, our attention was drawn to the fact that the chairman for Rivers and one other general was there that came late. With agreement we accredited these two persons to the hall, which brings the total number of people accredited to 95 and this was clear.

That is how election began, people were voting, election was going smoothly and votes were cast on preferred candidates.

Towards the rounding up of voting, my chairman said there was a noise at the gate that I should go and see what is happening. Believing and trusting everybody, I went to the gate. When I came back there was scattering and counting of votes.

I want to clear myself that I don’t know what really transpired because when they counted the votes by the number of candidates that were there and the number of votes they got. We now discovered that the total votes counted was 100.

I, who was in charge of accreditations was shocked because I knew I accredited 95 persons. How come about the 100 persons? I don’t know.

Some people knew about the over voting and shouted making the hall rowdy. As the ELECO body, what we were supposed to do at that time was to wait and sort out what brought that problem or cancel that election because of the over voting.

But the chairman was ready to announce the results and I told him that this would bring problem because what we are getting now is already raising dusts so he should not announce and let me bring out the accreditation list and cross-check again whether the mistake is from us.

While I was doing the check up, the chairman announced Ibena as the winner of that election and I told him what he did would cause problems. He doesn’t want to listen to me maybe because I am just the secretary and he’s the chairman.

I have integrity to maintain. The house looked at everybody and picked the two of us to be the ELECO means they trusted us and if we cannot do right within us, then it’s a failure on my end.

By my observation, Kingsley Muturu won that election. Steven got 7, Olotu got 7, Kingsley Muturu got 41, Ibina 45. There was over voting and the chairman went ahead to declare results meaning he deliberately manipulated the results.

As the secretary I’m not part of any deliberate election manipulation, that’s why I am clearing the air. The people are my people. The trust that the people put in me is why I’m here to clarify what happened. I was not part of any manipulation and I’ll never be a part of it.” he noted.
