PAP:“Phase II Drops Its Swords: Aso Tambo Leads Historic Reconciliation to Embrace Chief Otuaro”

The General of the Niger-Delta Struggle (GNDS) of Phase II of the Presidential Amnesty Programme, Gen. Aso Tambo, has issued an emotional and unifying appeal to all leaders and stakeholders of Phase II following concerns raised by the Administrator of the Presidential Amnesty Programme, Chief Dennis Brutus Otuaro, PhD.
According to Gen. Tambo, a recent WhatsApp conversation held between him and Chief Otuaro revealed the Administrator’s deep worry over the increasing number of petitions and media publications allegedly emanating from Phase II leaders against his office. Gen. Tambo described the Administrator’s concerns as heartfelt and compelling, prompting immediate action.
In response, Gen. Tambo convened a landmark general meeting on 19th November 2025, attended in large numbers by members of both the Kingsley Muturu faction and the Rufus Ibena faction of Phase II in Imiringi road, Yenagoa Bayelsa state. In a historic and unanimous decision, both factions agreed to work together, paving the way for renewed unity, for the common good of all.
Gen. Tambo stated:
> “What we witnessed on the 19th of November was a moment of truth. Our Administrator, Chief Otuaro, expressed deep pain over the divisions and petitions coming from our house. As leaders, we must take responsibility. For the sake of peace and progress, both factions will now come together. Phase II will move forward as one united family.”
He further announced that Phase II leaders will proceed to Abuja alongside him to seek an official audience with the Administrator.
> “We will go as one body,” he said. “We will go with humility. We will tender apologies for any missteps. We will present our grievances respectfully, and we believe that together with Chief Otuaro, we will reach a lasting and peaceful resolution.”
Gen. Aso Tambo appealed to the Administrator to receive the delegation with an open heart, describing the members of Phase II as “sons returning to their father for guidance and reconciliation.”
The (GNDS) Eulogies Otuaro stating that, “I stand today in deep admiration of Chief Dennis Brutus Otuaro, PhD, whose unwavering dedication to education through the Presidential Amnesty Programme is changing lives. By providing laptops to students across all universities in the scholarship scheme, he is not just giving tools—he is giving hope, opportunity, and a brighter future. Chief Otuaro’s vision and compassion remind us that empowering our youth is the surest path to a stronger, united Niger-Delta in particular and Nigeria as a whole.”
He also called on all Phase II stakeholders to embrace peace, unity, and forgiveness:
“I call on all Phase II leaders with genuine concerns in their camps to prepare themselves. You will be part of the delegation to Abuja to meet with Chief Dennis Brutus Otuaro, PhD, the Administrator of the Presidential Amnesty Programme. This is your opportunity to voice your issues, seek solutions, and work together for the progress of our people.”
> “This is a new beginning for us. Let us bury all divisions. Let history remember this moment as the day Phase II chose dialogue, unity, and brotherhood over conflict.”
The statement concludes with a reaffirmation of commitment to cooperation with the Office of the Presidential Amnesty Programme and a collective desire for enduring peace, mutual respect, and strengthened relationships moving forward.
