Barely three weeks when the new Administrator of the Presidential Amnesty Programme, Chief Dennis Brutus Otuaro assumed the Leadership of PAP, Delegates of the programme has started lamenting for not receiving the March monthly stipend payment.
According to a press statement by the office on the 6th of April, “The Presidential Amnesty Office has said that it has paid the N65,000 Stipends for the month of March, 2024 to its beneficiaries.
The Office said in a statement on Saturday that the stipends were paid to all the beneficiaries through their listed bank accounts within the week.
The PAP stated that it has become necessary to provide this explanation in view of calls from delegates, inundating the office of non-payment or delay in the payment of the stipends.
The Office explained that the apparent delay in receiving the credit alert for the payment for the month of March, 2024 might not be unconnected with glitches associated with some of the banks.
It stressed further that it is the standard practice of the PAP to ensure that all such monies are paid to all delegates at the same time.
The statement called on the beneficiaries and stakeholders to exercise patience as the affected financial institutions are dealing with this unforeseen development.
The management noted that the office under the leadership of Dr. Dennis Otuaro, would do all to ensure prompt payment of stipends to beneficiaries”
Going to over four days when the press statement was released, Tarakirivoice gathered that some Delegate are yet to receive their march stipend.
Pius Elvis noted in a social media post “It is quite unfortunate that Dr. Dennis started his work in such a bad way. He could not even address the situation properly. Civilians in office seems worse than military. A Uba worker told me to call our oga that the problem is not from their bank”
Dav Kalio said “I know the problem is not from UBA, his first time in the office, everybody is complaining, meaning is not a leader enough”
Ministr Chris JBC noted “I don’t know if those people are using juju on niger delta leaders, because the way I’m seeing things is not funny, or is it that our leaders don’t love us at all, look at what is happening, first month in leadership, people are complaining here and there, I think they love seeing there people suffer, frustrated”.

our source who pleaded anonymous, disclose to Tarakirivoice that before Otuaro could secure the job of becoming the Administrator of the Presidential Amnesty Pregrammm, he has to pay over 2billion naira to secure it, and that Chief Dennis is using this tactics to recuperate monies spent on securing the job.
