“You are the One we have been waiting for, We repose our unshaken confident in you”- Phase II National Chairman pledges, eulogise Amnesty Boss

The National Chairman of Phase II, Amb. Kingsley Muturu has pledged to repose unshaken confidence on Otuaro, as he eulogised the Administrator of the presidential Amnesty Programme, Chief Dennis Brutus Otuaro, called him the savior and last hope of the Ex-agitators and the best Administrator, who came to rejuvenate the programme, Appreciated President Ahmed Bola Tinubu for his appointment.

Recall, the Office of the Special Adviser to the President on Niger Delta and Administrator of the Presidential Amnesty Programme (OSAPND) led by Chief Dennis Otuaro, is having an ongoing crucial meeting with stakeholders, with the Theme, “Fostering, Consolidating, and Collaborating for the Peace, Security, Stability, and Development of the Niger Delta,” the gathering focused on enhancing cooperation to ensure sustainable peace and progress in the Niger-Delta region.

The gathering was comprised of Ex-agitators drawn from Phases I, II and III with other critical stakeholders in separate days at KFT PLACE, ALONG NNPC HOUSING COMPLEX, OFF AIRPORT ROAD, DELTA STATE.

The phase II had their own meeting with the Administrator yesterday, along side other critical stakeholders.

The national Chairman of Phase II, Amb. Kingsley Muturu, in a congratulatory message presented to the Administrator made available to our correspondent, after the meeting, appreciated the Tinubu led Federal Administration, for finding Otuaro worthy, to man the Amnesty Programme, that Dennis is the kind of Administrator the office needed at this point in time.

In the Event that was monitored by Tarakirivoice, yesterday, as all the Ex-agitators were sited, waiting for the Administrator to arrive, immediately he arrived, he had a continued one on one hand shake and brief introduction with all the Ex-agitators present in the meeting before heading to the high table.

Muturu noted, “what he just did, no Administrator has done that before, all the past Administrators that, they have appointed, as they came in to the hall like this, they will walk straight to the high table with strong faces, because they are retired military men, who sees themselves as gods”.

“With this first impression, he has melt my heart, Otuaro is a pure fit for the programme and with him the presidential Amnesty Programme is in the right direction and will achieve the mandate of which the programme was established by the founding fathers” he noted.

The peace Ambassador, further stressed, “I and my team will do everything humanly possible to make sure Otuaro succeed in this Programme, for his tenure there will be no protest of any kind, no media maligning of any sort, no petition of what so ever. issues will and must be addressed timely before they escalate, the man Otuaro is confident and true to his words and we are ready to work with him”.

At the meeting yesterday, Otuaro while addressing the Ex-agitators said they can’t be fighting over N65,000 while having grand children, “you are the owners of the Programme and will be my priority, anything you tell me to do, I will do it, the president has given me the assurance that anything we ask him, he will do, if we put our house in order, i will consult stakeholders for any scholarship” he noted.

John Esuku, the National vice Chairman of Phase II, promised to work in oneness with Kingsley Muturu to achieve the aims of Dennis Otuaro. also, the National secretary Of Phase II, Gen. Master Okoria, thank the Administrator for his good work and promised to follow the leadership of Kingsley Muturu to make sure the Administrator succeed in his office.

Others in the Phase II National Executive who were part of the meeting include; Gen. Gift AGAMENE, National PRO, Gen. Collins Arigo the National Speaker, Gen. Otonye Suopre, National Treasurer, Gen. Solomon Adu, Delta state Chairman, Gen. Paul Johnson, phase II Bayelsa state Chairman and Gen. Passman Akpos, Phase II Bayelsa state Secretary.

“PHASE 2 CONGRATULATORY SPEECH/PROPOSAL PRESENTED BY AMB. HON. KINGSLEY MUTURU TO DR. Dennis Brutus OTUARO, ADMINISTRATOR, PRESIDENTIAL AMNESTY PROGRAMME ON THE 22ND JUNE, 2024 IN WARRI, DELTA STATE

Permit me to establish on the existing protocol. Sir, this is a momentous meeting which has afforded us the opportunity to formally welcome and congratulate you on your appointment as the Administrator of the Presidential Amnesty Programme (PAP).

We are highly delighted for this well-deserved appointment as a son of the soil- Niger Delta region, Nigeria; a forefront of the Niger Delta struggle. We repose our unshaken confidence in your administration which has started very well, having considered the regular payment of the monthly stipends and other landmarks achievement within this short period.

Sir, having said that, we wish to also seize this opportunity to make some proposals/demands from the Presidential Amnesty Programme under your administration in the following areas:

(1) Education Scholarship Scheme: the importance of education cannot be overemphasized as it is the bedrock of development in every society. As part of the Presidential Amnesty Programme of Disarmament, De-mobilisation and Reintegration (DDR) process. On this note, we are also appealing for the Presidential Amnesty Programme education scholarship scheme to be resumed and chances/slots be given to our various camps to enable us and members of our camps, and by extension our children to have access to tertiary education through the Presidential Amnesty Programme scholarship scheme.

At the beginning of the Presidential Amnesty Programme, the introduction of the education scholarship scheme afforded a lot of youths in the Niger Delta Region to have access to tertiary education before the scholarship scheme was abruptly halted by two previous Administrators of the Programme.

(2) Functional Implementation of Vocational Training/Skills Acquisition Programmes; Sir, the said programmes have not been functionally implemented for a number of years. These programmes if effectively and efficiently carried out will equip us with the knowledge, skills and abilities needed to succeed in different trades or professions. Therefore, we are appealing to you to reconsider such programmes in your administration.

(3) Restoration of Missing Slots: The Phase 2 Ex-militants of the Presidential Amnesty Programme has a serious issue with the office over some missing slots which were hijacked by the office. In order to address this issue, we wrote to the office for umpteen times. But your immediate predecessors did not heed to our complaints. As a core stakeholder of the programme, we want you to kindly look into this matter and resolve it to enable us to restore them. This will forestall the incessant litigations and petitions against the PAP Office.

(4)Mobilization of Niger Delta Youths to Study Medicine and other Related Fields: Sir, we also want to use this medium to appeal to you to take the medical and its related filed of studies as a top priority. It is a clear sign that we have a sharp shortage of medical and other related resource persons in our region. Thus, we encourage your administration to pay more attention to it when students would be mobilized on scholarship.

(5) AGRICULTURE: Sir, we want to employ this means to appeal to you to consider farming and other agro-based enterprises in your dispensation. This becomes imperative, having assessed the importance of it in the present economic hardship. Our people are not into farming. Today, the rate of starvation is very high in the region compared with other regions. The PAP can achieve this by mobilizing our people particularly the women on agro-based training and further provide farm inputs for them to venture into farming.

This will save the region from subsequent food shortage and consumption in the region.

(6) ADEQUATE PROVISION OF SECURITY NETWORK IN THE NIGER DELTA REGION IN COLLABORATION WITH OTHER AGENCIES: Sir, the security menace in the Niger Delta region particularly in the Warri-Port Harcourt road is becoming a serious threat to both lives and properties in the area. Our people are not safe. There are a lot of kidnapping cases everyday in the region. We want your leadership to kindly look into this matter and partner with other private and government agencies to attend to the security challenge in the area.

In conclusion, we sincerely appreciate you for making this strategic interactive session well attended by a cross-section of stakeholders in the Presidential Amnesty Programme to hold today.
