“Inside Tinubu’s Police Academy Overhaul: Strategic Masterstroke or Elite Circle Expansion?”

.......Tinubu Rejigs Police Academy Council, Names Gaidam Chairman in Sweeping Reform Move

By Paul Ebi

In a decisive move aimed at strengthening Nigeria’s policing framework, Bola Ahmed Tinubu has reconstituted the 16-member governing council of the Nigeria Police Academy, appointing Ibrahim Gaidam as chairman.

The announcement, conveyed through presidential spokesman Bayo Onanuga on April 20, signals a strategic push to reposition the academy as a cornerstone for professional police training and national security development.

The newly constituted council brings together key figures across critical sectors. It includes the Chairman of the Police Service Commission, the Inspector-General of Police, and representatives from the Federal Ministries of Education, Finance, and Justice—reflecting a multi-sectoral approach to police education and governance.

In a bid to ensure national balance and inclusivity, President Tinubu also appointed six regional representatives:

Babagana Zannah Adam (DCP Rtd.) – North EastEmmanuel Torkuma Manger – North CentralMaigari Abati Dikko (DIG Rtd.) – North WestDubem A. Obaze (KSM) – South EastAjibogere Toyin – South WestUdom Udo Ekpoudom (DIG Rtd.) – South South

The Commandant of the Academy, alongside the Provost and the Deputy Inspector-General of Police in charge of training, will serve as ex officio members, while the Registrar will function as secretary to the council.

Analysts say the reconstitution could mark a turning point for the Nigeria Police Academy, which has faced persistent calls for reform, modernization, and improved accountability in the training of officers.

The move is expected to spark public debate on whether the new council can deliver meaningful transformation in a system long criticized for inefficiencies, political interference, and gaps in professionalism.

With security challenges still looming across the country, attention now turns to how quickly the new leadership can translate policy into tangible improvements within Nigeria’s policing architecture.
